Авторы законопроекта, поступившего вчера в Госдуму, отмечают, что на фоне проводимых мероприятий по противодействию пандемии новой коронавирусной инфекции на территории страны торговые сети необоснованно завышают цены на различные продукты питания. Закупочная цена порой превышает цену реализации продуктов в отдельных случаях в десятки раз. В этой связи при реализации торговыми сетями социально значимых продовольственных товаров первой необходимости планируется1 установить предельные торговые наценки.
Размеры таких наценок, согласно законопроекту, должны устанавливаться высшими исполнительными органами субъекта РФ, но не более 20% к отпускной цене организации оптовой торговли и не более 50% к фактической отпускной цене производителя товаров, входящих сегодня в перечень социально значимых продовольственных товаров, утв. постановлением Правительства РФ от 15 июля 2010 г. № 530.
При этом предполагается, что Правительство РФ сможет оказывать поддержку розничной торговли указанными товарами за счет средств федерального бюджета.

Соответствующие поправки планируется внести в ст. 8 Федерального закона от 28 декабря 2009 № З81-ФЗ «Об основах государственного регулирования торговой деятельности в Российской Федерации».
