Группа депутатов Госдумы во главе с Сергеем Мироновым внесла в Госдуму законопроект, предусматривающий внесение поправок в ст. 17 Федерального закона от 8 ноября 2007 г. № 257-ФЗ «Об автомобильных дорогах и о дорожной деятельности в Российской Федерации и о внесении изменений в отдельные законодательные акты Российской Федерации».
Так, предлагается1 дополнить указанную статью новой нормой, установив в ней запрет на использование противогололедных реагентов в ходе выполнения работ по санитарному и техническому содержанию таких элементов обустройства автомобильных дорог, как:
тротуары;пешеходные (велосипедные) дорожки;остановки маршрутного транспорта.
Речь идет о противогололедных реагентах – химических веществах, способных плавить снежные, ледяные и снежноледяные образования. Авторы инициативы отмечают, что такая мера направлена на защиту пешеходов, их здоровья, на сохранность их одежды и обуви в зимний период. «При этом ограничение использования указанных противогололедных реагентов не приведет к проблемам с содержанием элементов обустройства автомобильных дорог, поскольку их содержание в зимний период в части очищения их от снега возможно осуществлять без использования противогололедных реагентов, используя исключительно фрикционные противогололедные материалы, в том числе гранитную крошку, песок и т. д.», – подчеркивают парламентарии.
В случае одобрения законопроекта предусмотренные им поправки вступят в силу со дня официального опубликования соответствующего закона.
