Росархив утвердил правила организации хранения, комплектования, учета и использования научно-технической документации в органах государственной власти, органах местного самоуправления, государственных и муниципальных организациях (приказ Федерального архивного агентства от 9 декабря 2020 г. № 155).
Документ включает в себя положения всех национальных и международных стандартов, определяющие порядок создания, обращения и хранения научно-исследовательской, проектной, конструкторской, технологической и программной документации на бумажных и электронных носителях. Правила обязательны для применения органами госвласти, местного самоуправления, госкорпорациями, государственными и муниципальными организациями, выступающими разработчиками, заказчиками, застройщиками, эксплуатирующими организациями, а также занимающимися производством научно-технической продукции.
Правила также могут применяться в деятельности негосударственных организаций, которые используют в своей деятельности научно-техническую документацию.

Установлено, что госорганы, органы местного самоуправления обязаны, а государственные и муниципальные организации, госкорпорации вправе создавать архивы, в том числе специально предназначенные для научно-технической документации (технические архивы) и обеспечивать ее сохранность в течение установленных сроков хранения.
В Правилах подробно прописывается организация хранения, комплектования, учета и использования научно-технической документации, порядок передачи документации в архив, в госархив, процедура экспертизы ее ценности, прописан порядок передачи научно-технической документации в случае смены руководителя, реорганизации, ликвидации, изменении формы собственности организации.
Отдельно предусмотрен раздел по организации хранения электронных научно-технических документов на физически обособленных носителях и с использованием информационной системы.
