Владимир Путин в ходе послания Федеральному Собранию предложил ряд мер поддержки регионов с высоким уровнем коммерческого долга. Так, весь объем коммерческой задолженности регионов, превышающий 25% его собственных доходов, будет замещен бюджетными кредитами со сроком погашения до 2029 года.
Кроме того, было предложено провести реструктуризацию уже выданных в прошлом году кредитов, которые были направлены регионам на реализацию мер по борьбе с распространением новой коронавирусной инфекцией. Истекающий через два месяца (до 1 июля) срок погашения кредитов также планируется пролонгировать о 2029 года.
Президент подчеркнул, что реструктуризацию накопленной задолженности нужно использовать именно как механизм повышения самодостаточности региональных экономик, особенно учитываю, что субъектам будет предоставлен новый инструмент развития. Речь идет об инфраструктурных бюджетных кредитах по ставке не более 3% годовых и сроком погашения 15 лет. До конца 2023 года планируется выделить на такие инфраструктурные кредиты не менее 500 млрд руб.

При предоставлении реструктуризации предпочтение будет отдаваться тем регионам, которые проводили взвешенную финансовую политику. Распределение инфраструктурных кредитов будет проходить по следующему принципу: чем меньше долгов было у региона, тем больше он сможет получить инфраструктурных кредитов. Кредиты будут предоставляться под полным контролем федерального казначейства и только под конкретные проекты, прошедшие детальную экспертизу на федеральном уровне.
