Правительство РФ внесло в Госдуму проект поправок в налоговое законодательство в части введения упрощенной процедуры получения налоговых вычетов по НДФЛ1.
Законопроектом предлагается упростить порядок получения налогоплательщиками следующих налоговых вычетов: имущественных – по расходам на приобретение жилья и погашение процентов по целевым займам (кредитам), инвестиционных – по операциям, учитываемым на индивидуальном инвестиционном счете.
Кроме того, предлагается автоматизировать процессы налогового администрирования в данной части. Так, при упрощенном порядке получения налоговых вычетов предполагается бесконтактное взаимодействие граждан с налоговыми органами через интернет-сервиса «Личный кабинет налогоплательщика для физических лиц». Налоговая служба будет проверять право налогоплательщика на получение налогового вычета в автоматизированном порядке. В этом случае не нужно будет заполнять налоговую декларацию по НДФЛ (форма 3-НДФЛ) и представлять в инспекцию подтверждающие документы для получения таких вычетов.

Как указывается в пояснительной записке к законопроекту, обязанность налогоплательщиков — физлиц по документальному подтверждению своего права на налоговые вычеты будет заменена на автоматизированную систему обработки поступившей в налоговые органы информации о расходах на приобретение недвижимого имущества и погашение процентов по ипотеке, а также о сумме денежных средств, внесенных на индивидуальный инвестиционный счет, — в рамках информационного взаимодействия налоговых органов с внешними источниками данных — банками (участниками рынка ценных бумаг), отвечающими установленным требованиям для участия в правилах обмена информацией с налоговыми органами.
