В ведомстве уточнили, что конкретный порядок разработки инструкций по охране труда определяется работодателем с учетом требований указанной статьи и может быть установлен локальным нормативным актом организации. При этом чиновники считают возможным (но не обязательным) использовать при составлении инструкций Методические рекомендации по разработке государственных нормативных требований охраны труда.
Методические рекомендации содержат также формы журналов учета инструкций по охране труда для работников и учета выдачи инструкций по охране труда для работников. В Минтруде России отметили, что выдача работникам инструкций должна фиксироваться под роспись, при этом порядок и форму выдачи инструкций определяет работодатель.

The Sixth Sense director, 54, dressed as the villainous Joker for his ‘Shyamaween’ bash.
His makeup was perfectly creepy and his costume was
from the 2008 film The Dark Knight, which saw the late Heath Ledger
play the iconic villain.
Shyamalan’s wife, Dr. Bhavna Shyamalan, 55, looked beautiful in an amber-colored,
Victorian era gown with bats all over it.
Her makeup was a cross between zombie and goth as she proudly
posed next to her talented husband who looked adoringly at her.

Heath Ledger’s 2008 portrayal of The Joker was M. Night’s inspiration for his costume this year
Shyamalan, who was born in Mahé India but grew up in Penn Valley, Pennsylvania,
released two films in the 1990s before The Sixth Sense.
That set off a string a big hits for the filmmaker that includes Unbreakable (2000), Signs
(2002) and The Village (2004), that ultimately ended with the
release of Lady In The Water (2006), which barely covered the
$70 million budget.
His biggest box office success was with The Sixth Sense, grossing $672.8 million while working with a $40
million budget 25 years ago.
To date, the film made $6.6 million on its first day, including an estimated $2.2 million from the Thursday night previews.
Oct 20 (Reuters) — U.S. cigarette maker Altria Group Inc said
on Wednesday industry peer Philip Morris International Inc has agreed to pay $2.7 billion for the
exclusive right to sell IQOS heated tobacco products in the United States.
IQOS is a smokeless tobacco heating device that was developed by Philip Morris and sold in the United States by Altria until
the U.S. trade regulator banned the import and sale of the product last year following patent claims from
rival R.J. Reynolds.

Altria, which sells cigarette brands like Marlboro in the United
States, was spun off from Philip Morris International in 2008 when the company wanted to separate
its U.S. and overseas businesses.
Altria said one of its subsidiaries had an option to extend the IQOS contract until April 2029 after it
had reached certain milestones. However, Philip
Morris disagreed with Altria’s position.
«The parties were unable to reach a long-term agreement and decided to enter into the Agreement to transition and ultimately conclude their relationship,» Altria said in a statement.
Philip Morris, which reports quarterly results later on Thursday, aims to
resume supply of IQOS products in the United States by the first half
of 2023.
Altria still holds the rights to sell IQOS in the United
States until May 2024, after which it transitions to Philip Morris.
«We are ready to invest behind IQOS to bring it to market at scale across the U.S.,»
Philip Morris Chief Executive Officer Jacek Olczak said.
Altria said it has already received $1 billion from Philip Morris and will receive the remainder by July 2023.
Separately, Philip Morris
raised its buyout offer
for Swedish Match AB in a last-ditch effort to get shareholder support for its $16 billion move into the fast-growing market for cigarettes alternatives.

LONDON, Sept 28 (Reuters) — Philip Morris International (PMI) on Thursday signalled a slower than anticipated U.S.
roll out of its IQOS heated tobacco device, a
choice analysts said was positive for its competitors in the short
term.
The New York-listed Marlboro maker also said
it aims for more than two thirds of its net revenues to come from «smoke-free» products by 2030, up
from 50% in 2025, as it tries to transform its image from a cigarette purveyor to a driver of the shift to healthier alternatives.
Investors have been closely watching IQOS’ entry into the U.S., the world’s largest market for nicotine products, and had been expecting it from May 2024 next year.
Reuters reported on Wednesday that PMI is hiring lobbyists across
a host of key U.S. states ahead of the launch.
Chief Executive Jacek Olczak said IQOS would launch
in four cities in two unnamed U.S. states from 2024, but a national
launch would only come after PMI receives approval to sell
the latest version, known as IQOS ILUMA.
The company was planning to apply for approval in October and expected it from
2025, he continued.
«We need to warm up the tyres,» he said of the initial launch,
which would help PMI fine tune its approach.
A national roll-out of ILUMA would follow but in phases, he continued, adding launching in 10
states in the first year would make sense.
Meaningful traction for PMI’s heated tobacco products in the U.S.
«now looks delayed until ILUMA,» Owen Bennett, equity analyst
at Jefferies, said in a note, adding this was a positive for PMI’s rivals.
Olczak also signalled that PMI’s push into non-nicotine products was no longer
a priority. It recently scrapped an ambition for $1 billion in net revenues to come from sales of such products by 2025.
Instead, PMI will focus its resources on IQOS and nicotine
pouch brand ZYN, Olczak said, adding it had been too optimistic around acceptance of big tobacco companies operating outside of nicotine.
PMI also announced updated medium-term targets including for
revenue and earnings per share, and ambitious volume targets for IQOS and ZYN.
ZYN and other oral nicotine products in the U.S.
would help drive an expected $2 billion in revenues there in 2024,
even before IQOS ILUMA, executives said.

LUXEMBOURG, Oct 7 (Reuters) — Germany’s economic model is not broken but Europe’s biggest
economy has lost competitiveness over the past decade, German Finance Minister
Christian Lindner said on Monday.
«We can’t be satisfied with the economic developments in Germany,» he told
journalists ahead of a Eurogroup meeting.
The German economy is expected to contract by 0.2% in 2024, an economy ministry
spokesperson said on Monday, cutting the forecast from a previous projection of 0.3%
growth this year.
If realised, this would be the second consecutive year of contraction for Germany’s economy, which
was the weakest among its large euro zone peers
last year with a 0.3% decline in gross domestic product.
Lindner said the government was introducing supply-side measures to try to return the economy to growth.
«After these reforms, Germany will have more competitiveness again,» Lindner said, adding that
the growth initiative was just a first step for an economic turnaround, «but we have to build on it.»
AMBITION NEEDED
Lindner said «ambition» was needed to keep EU public finances in order,
or to put them back in order where necessary.
«I can only encourage everyone to implement structural reforms and to make unpopular decisions,» Lindner said.
«What seems to be unpopular at the moment is the willingness to take responsibility for the next generation and for the stability of the European Union as a whole.»
Lindner said he could not comment on the French budget plans because he had not had
the chance to talk with his French colleagues yet, but he would do so on Monday evening.
«We should all realise that the credibility of public finances vis-à-vis the capital markets is not to be trifled with,»
Lindner said.
«We must credibly reduce our deficits and our debt so that we can continue to finance ourselves well and in a stable manner.»
