Министерство разъяснило положения Федерального закона от 5 апреля 2013 г. № 44-ФЗ «О контрактной системе в сфере закупок товаров, работ, услуг для обеспечения государственных и муниципальных нужд», регулирующие порядок закупок товаров у единственного поставщика в электронной форме на сумму, предусмотренную ч. 12 ст. 93 Закона № 44-ФЗ, которые, напомним, вступят в силу 1 апреля текущего года (Письмо Минфина России от 12 февраля 2021 г. № 24-06-08/9591).
В частности, специалисты Минфина России в своем письме отметили, что в указанных закупках смогут принять участие все лица, зарегистрированные в ЕИС. Предварительное предложение, предусмотренное п. 2 ч. 12 ст. 93 Закона № 44-ФЗ, признается заявкой на участие в закупке, поданной участником закупки, начиная с осуществления оператором электронной площадки действия, предусмотренного подп. «а» п. 5 указанной части, выполнение такого действия с учетом требований ч. 9 ст. 24.2 Закона № 44-ФЗ перестает осуществляться за три месяца до даты окончания срока регистрации участника закупки в ЕИС. При этом формирование нескольких предварительных предложений не предусмотрено, а за участие в указанных электронных процедурах оператор электронной площадки вправе взимать плату.

Также подчеркивается, что предельный минимальный размер контракта при проведении закупок товара у единственного поставщика в электронной форме не ограничен. В то же время указанные закупки осуществляются в пределах совокупных годовых объемов, предусмотренных п. 4 и 5 ч. 1 ст. 93 Закона № 44-ФЗ.
Кроме того, разъяснен порядок отбора заявок оператором электронной площадки.

Hi there, its good paragraph concerning media print, we all
be aware of media is a impressive source of facts.
Today, I went to the beach front with my children. I found a
sea shell and gave it to my 4 year old daughter and
said «You can hear the ocean if you put this to your ear.»
She placed the shell to her ear and screamed. There was a hermit crab
inside and it pinched her ear. She never wants to go back!
