Нормами бюджетного законодательство установлено, что для учета расчетов по принятым учреждением обязательствам перед физлицами в части начисленных им суммам заработной платы, денежного довольствия, стипендиям, пенсиям, пособиям применяется счет 30200 «Расчеты по принятым обязательствам» (п. 254, п. 256-258 приказа Минфина России от 1 декабря 2010 г. № 157н).
При этом, как напоминает Минфин России, аналитический учет вышеуказанных расчетов ведется в Журнале операций расчетов по оплате труда, денежному довольствию и стипендиям. Порядок отражения операций в этом журнале устанавливается учреждением самостоятельно в рамках формирования учетной политики (письмо Минфина России от 28 февраля 2020 г. № 02-07-05/14875).

Что касается операций на счетах (лицевых счетах), открытых учреждению для учета операций с безналичными средствами, то они также отражаются в специальном Журнале (п. 158 приказа Минфина России от 1 декабря 2010 г. № 157н). В нем же отражается и движение средств на счетах (лицевых счетах) для учета расчетов с финансовым органом по наличным денежным средствам, для учета движения денежных средств по аккредитивным счетам, депозитным счетам, а также для учета расчетов с финансовыми органами по средствам, поступающим в бюджет, и по платежам из бюджета (приказ Минфина России от 30 марта 2015 г. № 52н).
