Служба предлагает всем желающим высказать свое мнение по проблематике определения административно-правового статуса участников дорожного движения, использующих электронные устройства передвижения (сигвеи, электросамокаты, гироскутеры, моноколеса). На официальном сайте Госавтоинспекции сегодня запущен соответствующий социологический опрос.
Поскольку растет популярность индивидуальных электронных устройств передвижения (в крупных городах даже открываются прокатные компании), увеличивается скорость движения на этих устройствах, постольку возрастают и риски попадания новых участников дорожного движения в ДТП. «Анализ происшествий с этими устройствами свидетельствует о необходимости закрепления административно-правового статуса их владельцев», – отмечается в сообщении ГИБДД. По данным статистики, в 2018 году в России зафиксировано 39 ДТП с участием персональных электрических средств передвижения малой мощности. Погибших не было, но 40 человек получили травмы. За шесть месяцев 2019 года совершено 40 аналогичных ДТП (39 человек ранены, двое погибли).
Поясняется, что действующая редакция ПДД не выделяет пользователей индивидуальных колесных средств передвижения на электротяге в отдельную категорию участников дорожного движения. Сейчас они де-юре приравниваются к пешеходам, для которых предусмотрена ответственность за нарушение ПДД в виде предупреждения или административного штрафа в размере 500 руб. (ч. 1 ст. 12.29 КоАП РФ). «В случае ДТП с участием электросамоката и автомобиля происшествие квалифицируется как наезд на пешехода», – подчеркивают сотрудники службы.

Мнения пользователей планируется учесть при дальнейшем обсуждении рассматриваемого вопроса с представителями экспертного и научного сообщества.
