ФНС России скорректировала форму декларации по НДС, порядок ее заполнения, а также форматы представления в электронной форме (приказ ФНС России от 19 августа 2020 г. № ЕД-7-3/591@). Поправки вступят в силу 9 ноября и должны применяться при представлении отчетности за IV квартал 2020 года.
Налоговая служба на своем официальном сайте рассказала об основных изменениях, внесенных в деклараци. Поправки были внесены в Приложение № 1 «Коды операций». Они обусловлены вступлением в силу ряда федеральных законов, на основании которых дополнены перечни необлагаемых НДС операций. Так, например, в них вошли операции по безвозмездной передаче недвижимого имущества в казну РФ, а также имущества, предназначенного для лечения новой коронавирусной инфекции, реализации услуг по обращению с твердыми коммунальными отходами, передаче исключительных прав на российские программы для ЭВМ и базы данных и прав на их использование (Федеральный закон от 15 апреля 2019 г. № 63-ФЗ, Федеральный закон от 8 июня 2020 г. № 172-ФЗ, Федеральный закон от 26 июля 2019 г. № 211-ФЗ, Федеральный закон от 31 июля 2020 г. № 265-ФЗ).
Другие изменения связаны с расширением перечня операций, облагаемых по нулевой ставке. В него были включены операции по реализации услуг, оказываемых в аэропортах при международных воздушных перевозках, а также по внутренним воздушным перевозкам по маршрутам вне Москвы и Московской области (Федеральный закон от 25 декабря 2018 г. № 493-ФЗ, Федеральный закон от 6 июня 2019 г. № 123-ФЗ).

Еще одно изменение в налоговой декларации коснется тех, кто заключил соглашение о защите и поощрении капиталовложений. Теперь в декларации предусмотрено отражение сумм налога, заявленных к уплате или возмещению из бюджета.
