Соответствующее постановление о внесении изменений в Постановление Главного государственного санитарного врача России от 18 марта 2020 год № 7 «Об обеспечении режима изоляции в целях предотвращения распространения COVID-2019» опубликовано 14 апреля.
Так, прибывающие на территорию Российской Федерации граждане обязаны:
заполнить анкету в пунктах пропуска через госграницу или на официальном портале госуслуг; пройти лабораторное исследование на COVID-19 методом ПЦР; разместить результат теста на портале госуслуг в течение 3 календарных дней после прибытия.
До получения результатов необходимо соблюдать режим самоизоляции по месту регистрации или пребывания.
Ранее такие правила о тесте на коронавирус COVID-19 действовали только в отношении авиаперелетов (п. 2 Постановления Главного государственного санитарного врача РФ от 18 марта 2020 г. № 7 «Об обеспечении режима изоляции в целях предотвращения распространения COVID-2019»).
Напомним, что 12 апреля на брифинге, посвященному ситуации с COVID-19, заместитель Председателя Российской Федерации, Татьяна Голикова объявила о решении Оперштаба приостановить с 15 апреля авиаперелеты в Турецкую Республику.
В связи с временной приостановкой авиасообщений с Турцией, Роспотребнадзор дополнительно проинформировал о том, что граждане, которые уже заключили туристические договоры на отдых в страну, где неблагоприятная эпидемиологическая ситуация, вправе требовать от поставщика услуг изменение или расторжение такого договора в связи с существенным изменением обстоятельств, на которые стороны рассчитывали до его заключения. Уполномоченный орган сослался на ст. 10 Федерального закона № 132-ФЗ Федеральный закон от 24 ноября 1996 г. № 132-ФЗ «Об основах туристской деятельности в Российской Федерации».
Также территориальные органы Роспотребнадзора предоставляют консультации потребителям туристских услуг и оказывают им помощь в подготовке претензий и исковых заявлений при нарушении их прав.
