С 1 июля 2019 года кассовый чек или бланк строгой отчетности, сформированные при осуществлении расчетов с использованием наличных денежных средств денег или банковских карт, в дополнение к прежним должны содержать новые реквизиты (п. 1 ст. 4.7 Федерального закона от 22 мая 2003 г. № 54-ФЗ «О применении контрольно-кассовой техники при осуществлении расчетов в Российской Федерации»):
наименование покупателя / клиента;ИНН покупателя / клиента;сведения о стране происхождения товара – при осуществлении расчетов за товар;сумма акциза – при продаже подакцизных товаров;регистрационный номер таможенной декларации – при осуществлении расчетов за товар, ввезенный продавцом из-за пределов РФ (Федеральный закон от 3 июля 2018 г. № 192-ФЗ «О внесении изменений в отдельные законодательные акты Российской Федерации»).
Может случиться, что в приложенных к авансовому отчету документах об оплате будет не хватать обязательных реквизитов. В таких ситуациях окончательное решение о возмещении расходов — за руководителем учреждения. Дело бухгалтерии – разъяснить ему суть нарушения и последствия принятия к учету неправильно оформленных документов.
Если руководитель даст письменное указание принять документы к учету, при проверке ревизоры могут признать нарушение и даже оштрафовать за искажения отчетности. И, конечно, потребуют возместить ущерб. Но речь уже не будет идти о вине бухгалтера.
